Panel 2: Horrified newscaster asks the cop: But inspector, shouldnt you be protecting peopel who are tryignt o secure food, clothing and medicine?
cop answers: yeah, well
panel 3: cop thumbs behind him pointing to a man who has looted a television set and is runninh away.
cop says: but not the ones making off with the flat screen tv's.
